On paper, the state operators and licensed lotteries such as the Postcode Loterij are probably the biggest winners. This helps them all defend their market share. However in our view unless significant innovation takes place their market share will be easily reduced by new entrants.
Other winners unfortunately are unlicensed operators who can afford to be far more generous with bonuses.
